About Litra Consulting A small, deliberately specialist consultancy.
Litra Consulting is a heat metering and billing consultancy based in Burnley, Lancashire, working with heat network operators and suppliers since 2016. It started as a small consultancy helping metering and billing companies, energy service companies (ESCOs) and network operators deliver better services and systems to their customers. That is a win for both sides: the operator runs a sounder network, and the resident gets a fairer bill.
What we are.
We are a heat metering and billing consultancy. That is the whole of it. We do not do procurement. We do not run plant rooms. There are bigger consultancies who do those things very well, and where one of them is the right answer we will happily say so.
Where we earn our keep is in the bit between the energy centre and the bill. The data layer that tells you how much heat you generated, how much you delivered, how much you billed, and where the gaps are. The discipline that turns a six-monthly tariff review into a defendable number rather than a hopeful one. The conversations that turn a high-consumption resident into a fixed leak rather than a complaint.
Who we are for.
Organisations that run or supply heat networks and must now meet Ofgem's rules. We work in the UK.
- Heat network operators run the physical network.
- Heat network suppliers bill the customers.
- Social housing providers own networks and house many of the residents who pay the bill.
- Energy service companies (ESCOs) run or supply networks on others' behalf.
- Energy suppliers supply heat to networks and their customers.
Behind every one of them are the residents who pay the bill. We never sell to residents, but the work is for them. Work can start in any of the three areas on this site, residents, operations or network, and each connects to the others.
What we believe.
- Every claim has a source. A rule we quote traces to the regulation or Ofgem's guidance. A figure we quote traces to the meter data. If a client's compliance lead couldn't check it, we don't say it.
- An accurate bill starts at the meter. Good billing depends on good readings, so we care about the data before the invoice.
- Fair to the person paying. Ofgem's rules exist to protect heat customers. We treat that as the point of the work, not a box to tick.
- Plain English for a complex subject. Regulation is dense. Our job is to make it clear without making it wrong.
Why you won't see client names here.
Client names stay internal unless the client has given permission. We treat consumption data, billing detail and tariff workings as confidential.
Where we sit.
Litra Consulting is run by Shaun Singh, a mechanical engineer and member of the Institution of Mechanical Engineers. Before Litra, he managed heat metering and billing for a UK heat network developer. He also checks the regulation and glossary pages on this site against Ofgem's guidance.
